Description
The concept of safety climate, perceived by employees regarding work risks and safety environments, was first proposed by Zohar in 1980. Initially, it included factors such as safety training, attitudes of managers, the impact of safety behavior on promotions, risk levels, task organization, the status of safety officers, the influence of safety behaviors on social status, and the social standing of safety committees. In the studies by Cox (1991) and Neal (2006), the connotation of safety climate was further expanded to include safety communication and risk preparedness. After integrating the main factors of “human factor environments,” recent studies by Ye Xinfeng and others in 2013 proposed that safety climate is the perception of employees regarding the organization’s policies, procedures, and behaviors concerning safety. This includes seven aspects: management commitment, supervisor behavior, safety policies, safety communication, safety training, safety awareness, and risk preparedness. Research findings suggest that safety climate has a significant positive impact on safety compliance and safety participation behaviors.

Reliability and Validity
The reliability of the safety climate scale, developed for China’s coal mining enterprises, includes seven dimensions with a combined reliability ranging from 0.93 to 0.95, indicating high reliability.
