Description
Child neglect is a phenomenon that exists during a child’s growth and development process. It is a common and extremely serious type of child abuse that adversely affects various aspects of a child’s life, learning, emotional communication, and development. The phenomenon of child neglect occurs in various regions and countries and has become a globally recognized public health issue. The World Health Organization defines child neglect as the failure of parents or caregivers to provide adequate support for a child’s development in areas such as health, education, emotional development, nutrition, housing, and safety, which includes a lack of appropriate supervision and protection to keep children safe from harm. Research shows that the rate of child neglect is relatively high. Wu Pingping and others conducted a survey on the neglect of children aged 3-6 in Urumqi, which showed a total neglect rate of 51.89%. Similarly, the impact of child neglect is highly detrimental. Studies indicate that neglect can have serious harmful effects on a child’s cognitive, social-emotional, and behavioral development, both in the short term and long term. Particularly, neglect occurring during the early stages of individual growth and development can lead to severely detrimental effects on children’s future development, resulting in undesirable social or emotional responses in adulthood, which may cause physical, psychological, or behavioral abnormalities. For example, children who are often neglected by parents or society may become unwilling to communicate, adopting withdrawal or avoidance behaviors in social interactions and reducing their engagement with others. Childhood neglect is a major risk factor for various psychological issues or mental disorders. Children who experience neglect may feel unvalued and lack emotional support, leading to feelings of loneliness over time, which affects the healthy development of their personality. Currently, it is widely agreed internationally that childhood neglect mainly includes six aspects: physical neglect (身体忽视), emotional neglect (情感忽视), medical neglect (医疗忽视), educational neglect (教育忽视), safety neglect (安全忽视), and social neglect (社会忽视).

Administration Method and Scoring
Yang Shichang created the “Child Neglect Scale” in 2006, which was developed in conjunction with the actual conditions of child neglect in China. It consists of 38 items and utilizes a 4-point scoring scale (from 1 = no to 4 = always). The overall Cronbach’s α coefficient for the scale is 0.848, with a split-half reliability coefficient of 0.810 and a retest reliability coefficient of 0.897.
