The School Effectiveness Questionnaire – Elementary/Middle School Edition (SEQ) was developed by Detroit Public Schools Research and Evaluation Department (1990). It is designed to measure School Effectiveness. The scale is intended for use with School teachers, administrators, and staff.
Scale Structure
This instrument consists of 72 items organized into 9 factors/subscales: School Learning Climate, Clear School Mission, Instructional Leadership, High Expectations, Effective Instruction, Frequent Monitoring of Student Progress, Home-School Relations, Rewards and Praise, General Evaluation.

Response anchors: 1 = Strongly Disagree, 2 = Disagree, 3 = Undecided or Does Not Apply, 4 = Agree, 5 = Strongly Agree.
Scoring
Items are scored by subscale, with each subscale sum representing a distinct dimension.
Total scores range from 70 to 350. Interpretation guidelines:
- Low School Effectiveness: 70 – 175
- Moderate School Effectiveness: 176 – 280
- High School Effectiveness: 281 – 350
