Scale Overview
The Principal Evaluation Instrument (PEI) was developed by E. J. Condon III (2009). It is designed to measure Principal evaluation methods and perceived objectives. The scale is intended for use with School principals.
Scale Structure
This instrument consists of 21 items organized into 2 factors/subscales: Methods of Evaluation, Objectives of Evaluation.

Response Format
Respondents rate each item using a custom response format.
Response anchors: 1 = Not At All, 2 = 2, 3 = 3, 4 = 4, 5 = 5, 6 = 6, 7 = Very Much.
Scoring
Items are scored by subscale, with each subscale sum representing a distinct dimension.
Total scores range from 21 to 147. Interpretation guidelines:
- Low Extent/Perception: 21 – 63
- Moderate Extent/Perception: 64 – 105
- High Extent/Perception: 106 – 147
Psychometric Properties
Internal Consistency: The scale has demonstrated good to excellent internal consistency with reported Cronbach’s alpha values of Cronbach's alpha: Methods subscale = 0.70, Objectives subscale = 0.88.
Administration
The scale is self-administered and typically takes approximately 10 minutes to complete. It can be administered individually or in group settings. No special training is required for administration.
