The Organizational Climate Description for Elementary Schools – OCDQ-RE was developed by Wayne K. Hoy, C. John Tarter, & Robert B. Kottkamp (1991). It is designed to measure School Organizational Climate. The scale is intended for use with Elementary school teachers and administrators.

This instrument consists of 42 items organized into 6 factors/subscales: Supportive Behavior, Directive Behavior, Restrictive Behavior, Collegial Behavior, Intimate Behavior, Disengaged Behavior.

Response anchors: 1 = Rarely occurs, 2 = Sometimes occurs, 3 = Often occurs, 4 = Very frequently occurs.
The scale includes 3 reverse-scored items to reduce acquiescence bias.

Total scores range from 1 to 4. Interpretation guidelines:
- Low Occurrence: 1 – 2
- Moderate Occurrence: 2 – 3
- High Occurrence: 3 – 4
