The Leadership Actions Survey – LAS was developed by Goldstein, M. T. (1982). It is designed to measure Administrative tactics for curriculum innovation. The scale is intended for use with School administrators and educational leaders.

This instrument consists of 24 items organized into 3 factors/subscales: Empirical-Rational, Power-Coercive, Normative-Reeducative.

- Moderate overall tactic utilization: 57 – 88
- High overall tactic utilization: 89 – 120
