The Bureaucratic and Professional Orientation Scales – Form B-P was developed by Ronald G. Corwin (modified by E. L. Kuhlman and H. K. Hoy) (1974). It is designed to measure Bureaucratic and Professional Orientation. The scale is intended for use with Teachers and prospective teachers.

Total scores range from 24 to 120. Interpretation guidelines:
- Low Bureaucratic / High Professional Orientation: 24 – 56
- Moderate Orientation: 57 – 88
- High Bureaucratic / Low Professional Orientation: 89 – 120

Internal Consistency: The scale has demonstrated good to excellent internal consistency with reported Cronbach’s alpha values of 0.83 (split-half reliability for the entire scale).
