The HSE Management Standards Indicator Tool was developed by Cousins, R., MacKay, C. J., Clarke, S. D., Kelly, C., Kelly, P. J., & McCaig, R. H. (2004). It is designed to measure Work-related stress and psychosocial working conditions. The scale is intended for use with Working adults.
Scale Structure
This instrument consists of 35 items organized into 7 factors/subscales: Demands, Control, Relationships, Role, Change, Managerial Support, Peer Support.
| Factor / Subscale | Items | N |
|---|---|---|
| Demands | 3,6,9,12,16,18,20,22 | 8 |
| Control | 2,10,15,19,25,30 | 6 |
| Relationships | 5,14,21,34 | 4 |
| Role | 1,4,11,13,17 | 5 |
| Change | 26,28,32 | 3 |
| Managerial Support | 8,23,29,33,35 | 5 |

Response Format
Respondents rate each item using a custom response format.
Response anchors: 1 = Never / Strongly Disagree, 2 = Seldom / Disagree, 3 = Sometimes / Neutral, 4 = Often / Agree, 5 = Always / Strongly Agree.
The scale includes 12 reverse-scored items to reduce acquiescence bias.
Scoring
Items are scored by subscale, with each subscale sum representing a distinct dimension.
Total scores range from 1 to 5. Interpretation guidelines:
- Urgent Action Needed: 1 – 2
- Clear Room for Improvement: 2 – 3
- Good Practice / Standard Met: 4 – 5
Psychometric Properties
Internal Consistency: The scale has demonstrated good to excellent internal consistency with reported Cronbach’s alpha values of Demands α = 0.89; Control α = 0.78; Relationships α = 0.78; Role α = 0.83; Change α = 0.83; Managerial support α = 0.87; Peer support α = 0.81.
Administration
The scale is self-administered and typically takes approximately 10 minutes to complete. It can be administered individually or in group settings. No special training is required for administration.
